oh i realised why, it happens on dates that are already taken...try another date and it may work.
also does it mean that if i book a table for 2 people that only one person gets the meal for £1 and the other pays £13???

That's what they told me on twitter, but I am just unlucky! Yes, only one person gets the £1 meal per table. The other one pays the full price of whatever. It is actually £1 3 course menu - not £13 course menu (so badly printed on the website).
