Because phpbb3 is not forum software but a forum hosting site. FMUK used to be hosted there but it proved too unreliable so it was relocated to its current site. The latest board version is 3.0.11 and this board is using that software. I don't know of any part of this board where you could check this if you're not an admin, but AYBG does update the board regularly.

Erm I used to run forums and phpBB3 is forum software.
This runs on phpBB2 which no longer has updates

At the bottom of EVERY page on this site is the message "Powered by phpBB® Forum Software © phpBB Group" and the first phpBB is a link to the main phpBB site. In the download section, the latest version is https://www.phpbb.com/files/release/phpBB-3.0.11.zip and that's what this site uses. The fact that the version number is only available to admins in the acp means that you as an ordinary member can never check this. Its the way the software was written and isn't something that can be made available to you.

Perhaps, you're thinking about the STYLE which defaults to Subsilver2 and is included in the latest software. It has to be manually added to the style list before it can be used but there are 2 other styles available that you can use - prosilver and Pinkie. You find them in the user control panel under profile - my board style.
I know that subsilver2 isn't available as a separate style download but it doesn't need to be as its included in the latest download of the full software. Its the preferred style for most users but you can try out the others if you want.

Yes, as said, we're using phpbb 3 and always have been. It is indeed updated to the latest.
My initial suspicion has already been covered by steve9872, that you're mistaking the style for the software. Better than mistaking style for substance!
