Does Anyone Know what this film /documentary was ??

It was a true documentary type film,
Place America
Time 1939
Main character was a US senator. Running for President. He had an affair with an underaged minster for education. She was besotted and took an overdose. She returned home to her parents and died about a month later. He was tried for murder and got life. When he was released he was again convicted of rape.

The importance of this film was he was a Nazi sympathiser and there is a thought he was framed so he would not get into power.

The Minister for Education was underage?
